Yes, but you must sand off any bad paint or flaking clear coat before any vinyl can be applied. Otherwise, it will lift of with the vinyl when attempting to reposition it during installation. After the surface is smooth to the touch it needs to be sprayed with primer. After a final sand to get the surface smooth to the touch & feathered out it's ready to be wrapped.
Certain specialty films (Chrome, Brushed metallic, printed, etc.) are typically thicker & require more skill/effort to install. They have limitations that regular gloss, matte & satin finishes don't & as a result must be applied with special techniques to preserve the finish around compound curves on difficult body lines.
